Pennsylvania Awards $300,000 Grant To Revitalize Carlisle

By James Comtois

Pennsylvania's Department of Community and Economic Development, under the direction of Governor Edward G. Rendell, presented the city of Carlisle with $300,000 to remove blighted properties from the borough as part of its revitalization efforts. The funding, which the Housing and Redevelopment Assistance program has provided, will help provide affordable housing options to the community.

The Redevelopment Authority of Cumberland County will use the $300,000 Housing and Redevelopment Assistance investment to acquire and demolish a row of 10 dilapidated properties on North East Street in Carlisle's Elm Street district.

"After years of neglect, Gov. Rendell has spent the last four years delivering much needed investments to our smaller communities - investments that are sparking new growth," said DCED Deputy Secretary Kenneth Klothen. "We're taking steps to remove properties that have been an eyesore for Carlisle, and replacing them with new housing that will boost the quality of life for many families."

The Carlisle Housing Opportunities Corporation will build five new townhouses on the site.

"A key to the success of any community is the supply of quality, market-rate housing to draw in new residents," Mr. Klothen added. "[This] announcement will help upgrade Carlisle's housing stock and contribute to its continued growth."

In early 2005, Gov. Rendell designated Carlisle one of Pennsylvania's first Community Action Team projects. Since then, CAT has allocated approximately $2.6 million for Carlisle's renewal.

More than $317 million in state funding has been designated for 49 CAT projects throughout the commonwealth to date.

CAT develops and supports projects in communities across the commonwealth that have the potential to spark additional growth and activity and also provides technical assistance to municipalities in the process of formulating community revitalization projects and assembles comprehensive, multi-agency assistance packages for those projects.
